Boeing Global Services is currently seeking an experienced Systems Engineer to become a Lead on the Training Systems Technical Proposal team. Training Systems is responsible for the design, development, manufacture, and maintenance of training devices for a wide variety of commercial and military aircraft - everything from F-15 fighter jets to Apache attack helicopters, and even NASA's new Starliner spacecraft.
This type of position requires you to have the ability to obtain a US Security Clearance for which the US Government requires US Citizenship.

You are:
(Required Education, Skills and Experience)
Listener: You're a developer whose passion for proposal development means you never lose sight of the person who will ultimately be using the product that you propose. You make the customer priorities your own.
Educated and experienced: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (eg Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (eg PhD+9 years' related work experience, Master years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Desired Experience, Skills and Qualifications:

We seek out engineers who have developed System Architectures and understand how to work with a Customer developing Technical Approaches for new technology during the Proposal phase.
Develop and maintain training device roadmaps
Lead proposal development including the development and documentation of planned technical approaches
Manage supplier interfaces and support SM&P in the coordination and oversight of key suppliers
Forecast Device availability for future & current contract requirements
Responsible for the documentation of the Basis of Estimates, Trade Studies, SSOWs, and BOM/PBOM
Provide technical leadership to a team of proposal and supplier engineers
Support internal, customer, and supplier program reviews
Consults with customers in clarifying requirements by reviewing business process needs
Analyze change requests, customer issues, develop estimates, determine risks and alternative solutions
Develop supplier/subcontract strategies, including performance improvement & cost reduction initiatives to create a high performing supply base.
Experience with Customer and Supplier negotiations
Database development: SQL, Access
Data Analytics: Tableau, R, VBA
The successful candidate will have considerable skills and experience in the leading the activities of proposal development and supplier management. The successful candidate will also have the ability to leverage existing technologies, resolve cross-functional issues, and support projects from RFP to PO. Extensive familiarity with leading proposal development with engineering teams is preferred. This position involves frequent interaction with customer partners and suppliers and will require occasional travel to installation sites, suppliers, and other Boeing facilities.

This position offers relocation based on candidate eligibility
Occasional travel (10%) may be required in support of the program and customer.
